Governor makes appointments to boards and commissions

FRANKFORT, Ky. (June 10, 2013) —Gov. Steve Beshear has made the following appointments to Kentucky boards and commissions:

Gov. Beshear has reappointed Brian C. O’Neill to the State Labor Relations Board to serve for a term expiring April 24, 2017.

boards and commissionsBrian C. O’Neill, of Bardstown, is a Louisville firefighter. O’Neill shall serve as chair of the Board.

Gov. Beshear has reappointed the following members to the State Board of Physical Therapy to serve for terms expiring April 30, 2017:

Virginia Johnson, of Morning View, is a retired teacher. She represents citizens at large

Troy L. Grubb, of Shepherdsville, is a physical therapist at Kentucky Orthopedic Rehab Team.

Gov. Beshear has appointed Lisa-Marie Line to the Child Support Guidelines Review Commission.

Lisa-Marie Line, of Somerset, is an attorney for the Commonwealth of Kentucky. Line shall serve as a child advocate representative. The appointment replaces Debbie B. Nolder, who has resigned.

Gov. Beshear has reappointed the following members to the Institute for Aging to serve for terms expiring Sept. 1, 2015:

Graham D. Rowles, of Lexington, is a professor and assistant director for social and behavioral sciences at the University of Kentucky. Rowles shall serve as chair of the institute.

Harold R. Laswell, of Nicholasville, is a professor at the University of Kentucky.

Gale Reece, of Lexington, is executive director at ITN Bluegrass.

Gov. Beshear has appointed Kevin R. Moses to the Kentucky Water Well Certification Board to serve for the remainder of the unexpired term ending Aug. 16, 2013.

Kevin R. Moses, of Gray, is the owner, manager and an agent at Moses Drilling Company LLC. He represents the cable tool and rotary tool drilling method. The appointment replaces Jimmy W. Bates II, who has resigned.

Gov. Beshear has reappointed Thomas H. Litzler to the Egg Marketing Board to serve for a term expiring May 7, 2016.

Thomas H. Litzler, of Fort Wright, is a government liaison at Remke Markets Inc.

Gov. Beshear has appointed Phillip A. Tibbs to the Kentucky Spinal Cord and Head Injury Research Board to serve for the remainder of the unexpired term ending Jan. 31, 2017.

Phillip A. Tibbs, of Lexington, is a professor of neurosurgery at the University of Kentucky Medical Center. He represents the University of Kentucky College of Medicine. The appointment replaces Michael B. Reid, who has resigned.

Gov. Beshear has appointed the following members to the Board of Directors of the Kentucky Center for the Arts to serve for terms expiring April 29, 2017:

J. David Grissom, of Louisville, works in investment management at Mayfair Capital. The appointment replaces Merry-Kay Poe, whose term has expired.

Harold C. Butler, of Louisville, is chief operating officer at Stites & Harbison. The appointment replaces Kevin M. Noland, whose term has expired.

Gov. Beshear has reappointed the following members to the board to serve for terms expiring April 29, 2017:

Carol Farmer, of Midway, is a community volunteer.

Christopher M. Todoroff, of Louisville, is senior vice president and general counsel at Humana Inc.

Gov. Beshear has appointed Alicestyne Turley to the Kentucky African-American Heritage Commission to serve for the remainder of the unexpired term ending Feb. 1, 2015.

Alicestyne Turley, of Richmond, is an assistant professor and director of the Carter G. Woodson Center at Berea College. She represents the public at large. The appointment replaces J. Blaine Hudson, who is deceased.

Gov. Beshear has appointed Cynthia M. Knapp to the Kentucky Board of Medical Imaging and Radiation Therapy to serve for the remainder of the unexpired term ending Oct. 31, 2016.

Cynthia M. Knapp, of Louisville, is a nuclear medicine technologist at Norton Healthcare. She represents licensed medical imaging technologists or therapists who serve as an educator in an accredited program or as an administrator in a medical imaging or radiation therapy department. The appointment replaces Cybil Nielsen, who has resigned.

Gov. Beshear has reappointed the following members to the Governor’s Minority Employment, Business Affairs and Economic Development Council to serve for terms expiring April 1, 2017:

Carl Felix, of Frankfort, is a health care executive at Bluegrass Family Health.

Dianet Valencia, of Lexington, is an outreach program coordinator for the Commonwealth of Kentucky Labor Cabinet.

George A. Brown Jr., of Lexington, is an accountant at the University of Kentucky Facilities Management.

Gov. Beshear has reappointed the following members to the Center for Renewable Energy Research and Environmental Stewardship Board to serve for terms expiring March 13, 2015:

Mickey R. Wilhelm, of Louisville, is dean at the University of Louisville School of Engineering. He represents postsecondary education interests.

John M. Wright, of Owensboro, is vice president of strategic planning and development at Owensboro Grain Company. He represents companies that are focused on renewable energy.

Brian K. Clardy, of Murray, is assistant professor of history at Murray State University. He represents postsecondary education interests.

Donald G. Colliver, of Nicholasville, is an engineering professor at the University of Kentucky. He represents postsecondary education interests.

Kelley Kline, of Pewee Valley, is an attorney at General Electric. She represents companies that are focused on renewable energy.

Kenneth L. Seibert, of Prospect, is a mechanical engineer at CMTA Inc. He represents energy conservation organizations.

Cam Metcalf, of Louisville, is executive director at Kentucky Pollution Prevention Center. He represents environmental interest.

Clifford H. Ashburner, of Louisville, is an attorney at Wyatt, Tarrant & Combs. He represents companies that are focused on renewable energy.

Arthur L. Williams, of Louisville, is executive director at the Kentucky Conservation Committee. He represents consumer advocates.

Gov. Beshear has reappointed Peter E. Brown to the Kentucky Nature Preserves Commission to serve for a term expiring July 1, 2016. This order is effective July 2, 2013.

Peter E. Brown, of Lexington, is an attorney. He represents members at large.

Gov. Beshear has reappointed the following members to the State Board of Accountancy to serve for terms expiring June 30, 2017. This order is effective July 1, 2013.

Phillip M. Layne, of Ashland, is a CPA at Kelley, Galloway & Company PSC.

Jamie R. Owen, of Fisherville, is a CPA at Louis T. Roth & Company PLLC.

Gov. Beshear has reappointed the following members to the Kentucky Agricultural Finance Corp. Board of Directors to serve for terms expiring June 26, 2017. The order is effective June 27, 2013.

Frank A. Penn, of Lexington, is a farmer and horseman at Pennbrook Farm. He represents livestock farmers.

Larry B. Jaggers, of Glendale, is a dairy farmer. He represents dairy farmers.

George R. Begley, of Richmond, is a farmer. He represents livestock farmers.

Kenneth H. Burdine, of Nicholasville, is an extension livestock economist at the University of Kentucky Agricultural Economics Department. He represents agricultural economists.

Gov. Beshear has designated retired Maj. Gen. Terry L. Tucker as vice chairman of the Kentucky Commission on Military Affairs.

Retired Maj. Gen. Terry L. Tucker, of Elizabethtown, is a former commander of Fort Knox.

Gov. Beshear has appointed Luke W. Kovatch to the Advisory Council for Medical Assistance to serve for a term expiring April 15, 2017.

Luke W. Kovatch, of Louisville, is a podiatrist at Kovatch Foot and Ankle Specialists. He represents the Kentucky Podiatry Association. The appointment replaces Steven M. Block, whose term has expired.

Gov. Beshear has reappointed the following members to the council to serve for terms expiring April 15, 2017:

Donald R. Neel, of Owensboro, is a physician. He represents the Kentucky Medical Association.

Terri S. Watkins, of Russell Springs, is an optometrist. She represents the Kentucky Optometric Association.

Sharon A. Branham, of Prestonsburg, is CEO of home health care services at Appalachian Hospice Care, Highlands Home Health. She represents the Kentucky Home Health Association.

Gov. Beshear has appointed Melissa R. Combs to the Kentucky Board of Barbering to serve for a term expiring Feb. 1, 2016.

Melissa R. Combs, of Pikeville, is a barber at Headz to Toez. She represents nonunion barbers. The appointment replaces Amanda McCord, whose term has expired.

Gov. Beshear has reappointed the following members to the board to serve for terms expiring Feb. 1, 2016:

Janice F. Campbell, of Alvaton, is a compliance officer for the Department of Charitable Gaming. She represents citizens at large.

Junius L. Carpenter, of Bowling Green, is a master barber at JC’s Barber Shop. He represents master barbers.
