Governor makes appointments to boards and commissions

FRANKFORT, Ky. (Nov. 4, 2013) — Gov. Steve Beshear has made the following appointments to Kentucky boards and commissions:

Gov. Beshear has reappointed Craig A. Van Balen to the Kentucky Board of Veterinary Examiners to serve for a term expiring Sept. 28, 2017.

Gov. Beshear has appointed Donald E. Sammons to the Board of Boiler and Pressure Vessel Rules to serve for a term expiring Sept. 21, 2017:

♦ Donald E. Sammons, of Grayson, is an agent at Boilermakers Local 40. He represents boilermakers. The appointment replaces Ray A. Parrott, whose term has expired.

Gov. Beshear has reappointed the following members to the board to serve for terms expiring Sept. 21, 2017:

William G. Spinner III, of Louisville, is CEO at Schardein Mechanical Contractors. He represents boiler or pressure vessel manufacturers.

Victor L. Kidwell, of Bardstown, is a quality assurance manager at LG&E/KU. He represents pipe erecting concerns doing business with the state.

♦ Kerry Roger Graham, of Carrollton, is an integrity team leader at Dow Corning Corp. He represents practical steam operating engineers of high pressure boilers.

♦ Donald E. McIntyre, of Cold Spring, is a boiler inspector supervisor at HSBI & I Co. He represents boiler insurance companies.

Gov. Beshear has reappointed the following members to the Governance Board of the Lung Cancer Research Project to serve for terms expiring Sept. 25, 2017:

Joe Graviss, of Versailles, is owner of a McDonald’s franchise and is a member of the Council on Postsecondary Education. He represents the council.

Rajan R. Joshi, of Richmond, is a physician. He represents the state at large.

Gov. Beshear has appointed John E. Morrison Jr. to the Apprenticeship and Training Council to serve for the remainder of the unexpired term ending Dec. 31, 2014.

John E. Morrison Jr., of Louisville, is a business representative at International Brotherhood of Electrical Workers Local 369. He represents employee organizations. The appointment replaces Danny J. Kehl, who has resigned.

Gov. Beshear has appointed Jerrell D. Cloud to the Board of Respiratory Care to serve for a term expiring Oct. 31, 2016.

Jerrell D. Cloud, of Corbin, is director of pulmonary medicine at KentuckyOne Health. He represents respiratory care practitioners. The appointment replaces Jeff W. Knight, whose term has expired.

Gov. Beshear has reappointed Jeff Smithern to the board to serve for a term expiring Oct. 31, 2016.

Jeff Smithern, of Mount Vernon, is director of respiratory care at Rockcastle Regional Hospital. He represents respiratory care practitioners.

Gov. Beshear has appointed Donald W. Moss to the Somerset Community College Board of Directors to serve for the remainder of the unexpired term ending Aug. 31, 2016.

♦ Donald W. Moss, of Somerset, works in energy and financial service at State Farm Insurance. The appointment replaces Glen D. Parkey, who has resigned.

Gov. Beshear has reappointed the following members to the board to serve for terms expiring Aug. 31, 2019:

Charlene S. Harris, of Russell Springs, is president and CEO at First National Bank.

Clay Parker Davis, of Somerset, is a retired bank president.

Gov. Beshear has appointed the following members to the Hazard Community and Technical College Board of Directors to serve for terms expiring May 15, 2019:

Stephen D. Bowling, of Jackson, is the director at Breathitt County Public Library. The appointment replaces Hayes F. Lewis, whose term has expired.

Shawn B. Harley, of Jackson, is a meteorologist for the National Weather Service. The appointment replaces Martha C. Birdwhistell, whose term has expired.

Gov. Beshear has reappointed Dennis P. Wooton to the board to serve for a term expiring May 15, 2019.

Dennis P. Wooton, of Buckhorn, is a field representative for U.S. Rep. Harold Rogers.

Gov. Beshear has reappointed the following members to the Gateway Community and Technical College Nominating Commission:

Patricia A. Burns, of Fort Mitchell, is a registered nurse at St. Elizabeth Medical Center. Burns shall serve for a term expiring April 15, 2016.

Patrick R. Hughes, of Edgewood, is an attorney at Dressman Benzinger LaVelle. Hughes shall serve for a term expiring April 15, 2017, and is designated chairman of the commission.

Gov. Beshear has appointed Allen K. Montgomery Jr. to the Foundation for a Healthy Kentucky Board of directors to serve for a term expiring May 15, 2019.

♦ Allen K. Montgomery Jr., of Louisville, is senior vice president of community health and advocacy at KentuckyOne Health. He represents members at large. The appointment replaces Don Calitri, whose term has expired.

Gov. Beshear has appointed the following members to the Pharmacy and Therapeutics Advisory Committee to serve for terms expiring Nov. 15, 2015:

Christopher K. Peters, of Louisville, is a child and adolescent psychiatrist at the University of Louisville School of Medicine. He represents psychiatrists. The appointment replaces Cletus S. Carvalho, whose term has expired.

Laura P. Stadler, of Lexington, is a pediatric infectious disease specialist at the University of Kentucky Department of Pediatrics. She represents pediatricians. The appointment replaces Kyle J. Childers, whose term has expired.

Gov. Beshear has reappointed Vaughn W. Payne to the committee to serve for a term expiring Nov. 15, 2015.

Vaughn W. Payne, of Staffordsville, is a physician at Kentucky Heart and Vascular Physicians. He represents family physicians.

Gov. Beshear has appointed the following members to the Kentucky Emergency Response Commission:

C. Robert “Bob” Smith, of Prospect, is vice president at UPS Airline Security. He represents business and industry. The appointment replaces James A. Richey, whose term has expired. Smith shall serve for a term expiring April 17, 2015.

Jeff Bibb, of Frankfort, is director of the division of incident management for the Kentucky Transportation Cabinet. He represents persons with technical expertise in the emergency response field. The appointment replaces Stacy A. McDonald, who has resigned. Bibb shall serve for the remainder of the unexpired term ending April 17, 2014.

Gov. Beshear has reappointed the following members to the commission to serve for a term expiring April 17, 2015:

Wendell R. Hatfield, of Lancaster, is an EMA/EMS director for the Garrard County Fiscal Court. He represents local government.

Robert N. Francis, of Lexington, is a supervisor for the Department for Environmental Protection, Environmental Response Team. He represents the Energy and Environment Cabinet.

Aaron Keatley, of Georgetown, is deputy commissioner for the Department for Environmental Protection. He represents the Energy and Environment Cabinet.

Michael Alan Jones, of Lawrenceburg, is employed by the Kentucky Department of Military Affairs and represents the Adjutant General’s Office.

♦ Jack A. Miniard, of Harlan, is a lieutenant colonel for Kentucky State Police. He represents Kentucky State Police.

Gov. Beshear has appointed the following members to the Board of Directors of the Louisville Arena Authority:

James O. King Jr., of Louisville, is president at King Southern Bank/King & Company PSC and is a CPA. The appointment replaces Ulysses L. Bridgeman, whose term has expired. King shall serve for a term expiring Jan. 9, 2017.

Raymond K. Guillaume, of Louisville, is a retired banker. The appointment replaces Mark E. Lynn, who has resigned. Guillaume shall serve for the remainder of the unexpired term ending Jan. 9, 2015.

Gov. Beshear has reappointed Alice K. Houston to the board to serve for a term expiring Jan. 9, 2017.

Alice K. Houston, of Prospect, is the owner of Houston-Johnson Inc.

Gov. Beshear has appointed Fontaine Banks Jr. to the Capital Planning Advisory Board to serve for a term expiring Oct. 30, 2017.

Fontaine Banks Jr., of Frankfort, is retired. He represents members at large. The appointment replaces William H. Hintze, whose term has expired.

Gov. Beshear has appointed Hugh A. Haydon to the Kentucky Commission on Military Affairs to serve for the remainder of the unexpired term ending July 16, 2016.

Hugh A. Haydon, of Louisville, is chairman of Kentucky Bioprocessing LLC. He represents members at large. The appointment replaces retired Brig. Gen. Les Beavers, who has resigned.

Gov. Beshear has reappointed the following members to the Kentucky Housing Corp. Board of Directors to serve for terms expiring Oct. 30, 2017:

Horace Alton Cunningham, of Benton, works at International Union of Painters and Allied Trades District Council 91. He represents interests of the Kentucky State Building Trades Council.

Ann D. McDonald, of Winchester, is a real estate broker.

Gov. Beshear has reappointed the following members to the Kentucky Recreational Trails Authority to serve for terms expiring Aug. 22, 2017:

Tim Cody, of Hindman, is director of safety and training for Knott County Fiscal Court. He represents the Kentucky Motorcycle Association.

Roy M. Cornett, of Georgetown, is owner of Cornett & Associates. He represents the Kentucky equine organizations.

Gov. Beshear has appointed Thomas W. Oliver to the Real Estate Appraisers Board to serve for a term expiring Nov. 19, 2016. The order is effective Nov. 20, 2013.

Thomas W. Oliver, of Bowling Green, is a bank executive at South Central Bancshares of Kentucky Inc. He represents lending industries. The appointment replaces Dorsey G. Hall, whose term has expired.

Gov. Beshear has reappointed Kathy J. Mayfield to the board to serve for a term expiring Nov. 19, 2016.

Kathy J. Mayfield, of Winchester, is floral designer. She represents citizens at large.

Gov. Beshear has appointed the following members to the State Archives and Records Commission to serve for a term expiring Sept. 21, 2017:

Mary Margaret Bell, of Louisville, is an archivist for Jefferson County Public Schools. She represents citizens at large. The appointment replaces William H. Jones, whose term has expired.

Debra L. Batliner, of Simpsonville, is city clerk and treasurer for the City of Simpsonville. She represents local government. The appointment replaces Charlann H. Wombles, whose term has expired.

Roger K. Hamperian, of Lexington, is a records manager at Lexington-Fayette Urban County Government. He represents citizens at large. The appointment replaces William Timothy Goff, whose term has expired.

David L. Gregory, of Morehead, is dean of library services at Morehead State University. He represents state universities and colleges. The appointment replaces Sheila A. Stuckey, whose term has expired.

Jeremy S. Rogers, of Louisville, is an attorney at Dinsmore & Shohl LLP. He represents citizens at large. The appointment replaces Linda W. Potter, whose term has expired.

Gov. Beshear has reappointed Richard N. Belding to the commission to serve for a term expiring Sept. 21, 2017.

Richard N. Belding, of Lexington, is a retired archivist. He represents citizens at large.

Gov. Beshear has appointed Jacqueline Smith Watson as property valuation administrator for Bath County to serve according to the provisions of Section 152 of the Kentucky Constitution. The order is effective Nov. 1, 2013.

Jacqueline Smith Watson, of Sharpsburg, is a banker at Peoples Bank.

Gov. Beshear has reappointed Nathaniel G. Smith as a member of the Kenton County Airport Board Advisory Committee, to serve for a term expiring Sept. 21, 2015.

Nathaniel G. Smith, of Fort Mitchell, is chief operating officer for SSK Communities.

Gov. Beshear has appointed the following as members of the State Council for Community Education:

Michael J. Andrews, of Dixon, is lead district conservationist for the U.S. Department of Agriculture Natural Resources Conservation Service and represents community education Region 1. The appointment replaces Barry K. Holder.

Crystalyn Paris Carter, of Grand Rivers, is a registered dietician and director of community, wellness and nutritional services at Livingston Hospital and Healthcare Services, and represents community education Region 1. The appointment replaces Beverly A. Hopkins.

Scott B. Sutherland, of Cadiz, is an optometrist, representing community education Region 1. The appointment replaces Pamela J. Trautner.

Doug Robinson, of Leitchfield, is an assistant superintendent with the Grayson County Board of Education. He represents community education Region 2. The appointment replaces V. Wayne Young.

Tammy Bass Cary, of Burkesville, is an outreach specialist with Lake Cumberland Community Action. She represents community education Region 3. The appointment replaces Donald C. Butler.

Kathy Grace, of Tompkinsville, is director of Monroe County Community Education. She represents community education Region 3. The appointment replaces Debi W. Jordan.

Carolyn Hudman, of Frankfort, is director of Kentucky Out-of-School Alliance. She represents community education Region 4. The appointment replaces James K. Stephens.

Lisa R. Wegner, of Bedford, is library director at the Trimble County Public Library. She represents community education Region 4. The appointment replaces Michael D. Denney.

♦ Jill D. Settles, of Springfield, is an administrative assistant and grant writer for the Washington County Board of Education. She represents community education Region 5. The appointment replaces Larry K. Woods.

Stephanie R. Caldwell, of Williamstown, is director of school nutrition services for the Campbell County Board of Education. She represents community education Region 6. The appointment replaces Ed Massey.

Cindy M. Banks, of Winchester, is executive director of the Winchester-Clark County Chamber of Commerce. She represents community education Region 7. The appointment replaces Louise Summers.

Terence Clemons, of Owingsville, is county extension agent for 4-H youth development, for the University of Kentucky Cooperative Extension Service. He represents community education Region 7. The appointment replaces Clarence E. Gamble.

Regina “Gina” Johnson, of Corbin, is executive director for the nonprofit Ray of Hope Children’s Advocacy Center of Bell County. She represents community education Region 8. The appointment replaces Elizabeth Anne Erwin.

Karen L. Coburn, of Ashland, is manager of external education programs for Ashland Community and Technical College. She represents community education Region 9. The appointment replaces Kenneth Jones.

Tony A Sergent, of Whitesburg, is Letcher County Schools superintendent. He represents community education Region 10. The appointment replaces Claudia Peralta-Mudd.
